In Fundraising > Designation Hierarchy, the tick box at the bottom says Only Show Active Hierarchies. When you tick this, inactive hierarchies are still displayed -

As default the tick boxes are ticked therefore it is easy to provess a mailing incorrectly - if the default was unticked then this error could be avoided -
