Currently individuals can still book over the online/event capacities on Events even if the total has been passed - this is because the current logic only looks at registered individuals rather than registrations processing batches.

Having this logic will allow forms to stop further registrations once fully booked up with existing bookings and bookings to be processed. Currently it's a manual check and for large paid events, this is a significant risk.
