At present, restricting view rights on an Email Template to only users with "Security role A" doesn't prevent users without that role from selecting/using that template to create and send a new email message. We believe that users who don't have any view rights to view a specific email template should be unable to see that template as an option in the drop down or at least be unable to choose the restricted template in the course of create a new email message.
