provide the ability to add prospect plan outlines in bulk or provide the ability to copy prospect plan outlines

A prospect plan outline can only be assigned to one site. As the prospect manager I need separate prospect plan outlines for each Site. As sites are migrated I need the ability to add them in bulk or copy them from existing plans. This is also needed for Stewardship plan outlines as well.
