Being able to global add start date and end dates to attributes

Currently there is not a global process that you can add a start date or end date to an attribute for a group of constituents. This would be helpful if organization need to add the same attribute date to a number of records at the same time. This would be helpful for all attribute types, but most importantly would be constituent attributes.
