DO NOT ALLOW COMMIT FOR BATCHES w/ERRORS - Do not allow a batch to be committed with errors...the validation report should catch ALL errors and the entire batch should FAIL if there is ANYTHING in the batch that can't be committed. Audit issue on partially committing batches.
