Benefits should be enabled on payments applied to pledges
Currently, BBEC is designed to disable benefits in revenue batch on payments applied to a pledge. The justification is that the benefit has been applied to the pledge, and should not be "duplicated" on the payment.
Unfortunately, this creates a problem for us at City of Hope. We do not receipt for pledges, only for payments. Because the benefit does not get applied to the payment, the receipt amount for the payment shows at full payment amount - which is incorrect, because the donor received a benefit which was recorded on the pledge.
