Change the SQL Snap utility to also run as a service.

We need to have the SQL Snap utility running 24/7. Currently, because it is a Windows app, somebody has to open a session, start it, and keep the session up. But systems reboot for various reasons and there is no way to trigger SQL Snap to restart because it physically requires somebody to be logged in. Having it run as a service would solve that.
