Some reports don't show if users don't have rights but other do show.  See the following for examples:

"Campaign Recognition Credit Report"
"Donor List" on a designation screen

Clicking these links gives an error if you don't have rights, but these links shouldn't surface at all if you don't have rights.  Other reports don't do this and the behavior needs to be consistent rather than having some reports behave one way and other reports behaving another.
