allow the ability to customize the help files that were released in 4.0.

Currently the only way to customize the help files to include custom solutions or customer focused processes are to revert back to the legacy help files. Reverting to the legacy help files format means you lose some of the great functionality that comes with the new help files that were released in 4.0.
