Currently, it is only possible to globally add user-defined constituencies to records. Some system-defined constituencies, like Donor or Major Giving Prospect, have criteria that allow them to be automatically added to the appropriate records, but others, like Staff, do not. We need a way to globally add the Staff constituency to records.
