Archiving constituent appeals - Any roadmap for this?

This table has over 1b rows on it. This causes performance, space, and other issues in the application. We would like to explore archiving some data and then having a tab available to view this data. Any ideas, comments, suggestions are welcome.

    The University of MIchigan has so many records in these tables that it takes 3 hours to refresh these tables into our data warehouse. Having the ability to archive older appeal and marketing effort records, will significantly reduce our time for performing our data warehouse refresh.
