Add the ability to mark a committee as inactive

We have the ability to mark individuals and organizations inactive. To be constant, we also need the ability to mark a committee as inactive.

All of this is happening in the current version of CRM. Blacbaud, I think you can close this one out.

We have many committees that are no longer active. We need a way to mark the inactive ones and to eliminate the Inactive ones from the Committee search (perhaps through an "Include Inactive" checkbox).
