Please re-evaluate this as I suspect that the OP is asking for the page designer to have the ability to specify the sub-tab that the button goes to, not simply go to the first tab in the sub-tab collection.
This can be, and is often, different, as users can change the first tab, as covered by Nicola. Being able to specify the sub-tab within the configuration of the button or hyperlink would mean that the designer can ensure the user lands on the correct sub-tab immediately.
This is achievable by dragging and dropping the Sub Tab to the required position on the main tab while in Design mode.
