move or add the "link opportunity" button to the actual Event Registration Payment vs the Event Registration

In 4.0 SP11 a feature was added to allow linking opportunities to event registrations. This makes more sense to be present on the payment page for the event registration since a constituent can register for an event and not necessarily pay for it.
