In some scenarios, uses may have merged two constituent marking one inactive. If that record ID is then used in a segmented house file, you will find that you are able to processes the file without error, however, the inactive record does not receive a communication. It would be nice if the batch produced an error so that you are prompted that the record is currently marked as inactive.
