The person registering for an event has a constituent record as the host, and another as the attendee. So one registrant registers for two records and a Host record and Attendee record are created. We want to keep the record from being registered twice.  Additionally, when there is an attempt to merge the duplicate records, CRM will not allow this because both records are registered for the same event.
