the Country of Operation code table does not allow for a flag/indicator that the country is in the EU. Would be very helpful for applying globally when identifying and managing GDPR constituents.

This may be achievable via a customization, as any such change to how Code tables function would have a wide impact to how all clients use them. If you are referring to Consent Solicit Codes we recommend adding a prefix/Suffix to indicate to the end user whether the code is GDPR or Advanced. See below for an example:
If you are using a standard code table, the best option would be add a prefix to the countries that are part of the European Union, e.g. EU - France.
i think the question is - can there be a field on the table "Country of Operation" that would allow us to mark which countries are part of the EU for GDPR tracking? i believe the idea is for an extension to the table "Country of Operation".
This is a table that your Organization created and is not an out of the box function.
