Need the ability to alter page header using an alter page element. The page header can hold context links back to a different page and tab. This currently hard codes the linking between tabs, not allowing us to sub out one page for another without a large amount of effort. Though page designer allows one to edit this, page designer is not available on some pages (e.g. the smart query page or the ad hoc query page).
