Add support for more recent versions of SQL Server

As of now, the highest version of SQL Server supported for Blackbaud CRM is 2016. As of July 13th 2021, SQL Server 2016 will enter Extended Support, and there are currently 2 newer versions available, 2017 and 2019.

    We shipped support for SQL 2019 in Service Pack 29.

    What about on-prem FE? What are the plans for supporting newer Microsoft SQL server versions for that product (yes, I realize this is the CRM idea bank but figured it can't hurt to ask :)?
