Add the ability to set up recognition for Planned Gifts that do not have revenue on them.

This would be useful in the instance that Planned Gifts are not booked as revenue when they are added to the system, but the organization would still like to process recognition for Planned Gifts, even though they do not have revenue on them.

    Agreed. We'd also like to be able to recognize all of our donors with a legacy commitment regardless of when the commitment was made. Planned gifts just work differently from other revenue, and the donors need to be treated differently.
