The current rules for calculation of 'Constituent matching' are heavily weighted towards mail addresses and don't seem to take email addresses or phone numbers into account nearly enough. According to https://webfiles.blackbaud.com/support/howto/coveo/crm/dataconstitmatchalgorithm.html it doesn't score email address or phone at all (just uses them in the selection of the pool). Please consider a match by email address or phone number as as very likely match. Ideally, allow us to specify which field matches contribute to the score, but at the very least, someone with a match by name and email address or name and mobile phone number, should get a very high score - at least 95%.
