allow editing of blank splash page that inactive users see when using SSO so they know the account is inactive

If you are using SSO for CRM login and the user trying to log in is an inactive user, it currently displays a blank page and a box that just has "Blackbaud CRM" written in it.


We want to be able to add some text to that box that explains that the users account is inactive and what they need to do to get it re-activated.
