Add ability to make Gift Fees General Ledger specific

If the organization has more than one General Ledger in use, and GL mapping is turned on for Gift Fees on one GL and activated under Revenue. This causes an error in batches with the other GL because there is not a Gift Fee mapping in that GL. It would be useful to make it GL specific for Gift Fees.
