Add a 'top n' feature to Segments

As well as the existing 'nth' and 'random' options, add a 'top' option, so that the first n records returned by the Selection, are chosen. That way, we could, for example, include the first 150 people by donation amount, Attribute value or anything else which we can use to define the order of the results of an Ad-hoc Query. That would be much easier than the current process of having to include many more records than we want and then removing members from the Marketing Effort after activation.

    This would be of tremendous value for a number of scenarios. In addition to the ones mentioned, result limited Selections could be used with time consuming Global Changes to allow them to process groups of records within a set. We have a few custom Global Changes that apply time consuming process to large groups of records (e.g., deleting batches of inactive records). If we could specify that the selection should return only the top 200, then we could schedule it to run nightly without fear of an extra large batch exceeding our windows. Lots of other uses though.

    This would also be handy for Ad-hoc Queries in general, because then we could use it for Selections for all sorts of purposes - e.g., adding Interactions, sending emails.
