Allow Format Options to be applied | Ideas for Blackbaud CRM and BBIS

Allow Format Options to be applied to historical Export records when downloading the results to a file.

Currently Format Options are only applied to the results on the Recent Status page of an Export. There are times the formatting is desired on prior instances when downloading the results to a file.
