Add an option to Membership Renewal | Ideas for Blackbaud CRM and BBIS

Add an option to Membership Renewal Efforts to include active members if the primary member is deceased.

Currently the Membership Renewal Effort only "looks" at the primary member when considering records to include in the effort. If the primary member is deceased, and the deceased handling is set to exclude these records, active non-primary members will not be included to reach out to for renewals. This can result in lost renewal opportunities.
