update the Cloud portal page

Update the Cloud portal Page to advise that if a refresh is taken and a point-in-time timestamp is supplied, no new backups are taken unless the timestamp less than two hours in the past. If a refresh is taken in that time frame a new backup is created.

    Yes please. This is really important to know, to avoid placing a substantial performance burden on the production environment.
