The import process should support a pre-process form so Design Mode actions can be created

My organization would like to create actions in design mode to open, edit, and run Import Processes from around the Blackbaud CRM environment. However, actions created in Page Designer to call the Import Process Wizard Edit form do not work because it needs a pre-process form.
