Add the ability to automatically obfuscate Constituent PII for Constituents who cannot be deleted

A task to obfuscate all PII data on a Constituent record that cannot be deleted because it has revenue associated to it would be helpful to ensure that the same information is obscured every time this is needed and nothing is missed by doing it manually.
