Add a Registrant Status Option called "Wait Listed" Merged

A waiting list is kept for some events with the list reviewed regularly when cancellations are received prior to the event.

    I wondered if maybe this could be expanded on as I want to understand fully. Is the suggestion that we have a 'waiting list' option as a 'ticket type'?  Or just a function of some kind for this purpose.  Recently we had an event with a waiting list and had to create a ticket type option 'waiting list' but weren't allowed the value to be '0' and so they were being counted in the total event capacity.  As there is no way to limit the amount of ticket types sold it looked like we were very over capacity. 

    As a result we had to remove all these 'waiting list tickets' and just type them into a document in the documentation tab.
