Add an option for “language preference” on the constituents record

There is a need for “language preference” on the constituents record which is linked to the letter process and dictates whether the constituent gets a French (or other language) or English version of a letter (it is law here in Quebéc).

      Although we have opened this for voting, is there a business case as to why using a Constituent attribute would not meet this need?
