Allow Grant Progrms to be Inactivated or Historical.

Grantors change funding interest over time. CRM needs to allow Grant programs to be marked as inactive or Historical; similar to the Major Giving Prospect. This way the information is held for reference.

      Agree that it is important to give CRM users the ability to mark these programs inactive to prevent new activity when necessary.
