Allow BBIS to notify if the email entered is valid or not for password resets.

If a user does not have an account and they request a new password, BBIS does not give any indication to the user on the webpage that they don’t have an account. Add the functionality to allow BBIS to notify users if the email entered for password reset is a valid or not.
