Add folder organisation for email templates and email messages in BBIS

We have many email templates in BBIS. It would be much more efficient to be able to organise them in folders according to the type of email or which users they're relevant to.

    This work is not planned within the current structure of BBIS email. Any changes in organizing/structuring will be considered when we move to SKY Mail post 2017.

    The folder/hierarchy functionality should be a standard feature throughout: email templates, email messages, stylesheets. It already exists for some sections: pages & templates, parts, image library and so on.
