allow control of access to testconfig.aspx and other diagnostic pages

Rather than having the testconfig.aspx page being publicly available, provide an option within BBIS to restrict access based on IP address range, network, Windows authentication, and so forth.

      We released a change  to restrict the test config to localhost only in 4.0 SP10.
