Mark benefits inactive in the benefit catalog

Need the ability to mark benefits inactive in the catalog when they are no longer needed so they don't appear in the list for gift processors.

We would like to keep inactive benefits out of batch.

It would also be great to have a filter on the benefits data list to filter for active and inactive benefits.
