have the ability to delete distinct years for a constituent's recognition program history without having to delete it all

There is a need to delete out distinct years for a constituent's recognition program history, and the suggestion is to provide the ability to do so. Currently, you are only able to delete out the entire constituent's history for the recognition program.

This feature seems to exist for Lifetime recognition programs, but I would love to see it for Annual programs as well!
