If the user sign up asked people to identify an existing constituent to link their account to, then this would prevent people from signing up for multiple accounts, and decrease the time needed for users to gain access to query-based roles. You just need to look up people based on name, then have them confirm by entering a piece of personal info (e.g. birth date).
