As an email marketer, I want to send to multiple types of list data sources at the same time and utilize the same communication preferences form.
The current form does not allow the appeal targeting to target constituents only.
Desired outcome: constituent lists would see appeal options, someone clicking into the form from an imported list would see just the global opt out (solicit code.)
