allow users to add a prospect plan using the Manage prospect plan process and include an opportunity with the Expected ask amount of zero

Users do not always know what the expected ask amount will be for a new prospect but need to add an opportunity anyways. This information can later be updated with the correct value. CRM should allow this information to be saved as a place holder until the correct value can be added.
