Allow us to set user permissions for links to Ask the Community and Knowledgebase etc. in the help screen in 4.0

We don't want to allow the universe of users to access Knowledgebase and Ask the Community, at least I don't think we do.  We have very many users and would rather support be channeled through our own internal resources before going to Blackbaud.  We need to be able to hide or otherwise limit access to those links.
