Remove toolbar when DisplayToolbar option set to False in Design Mode

1. Go to a revenue transaction that has been adjusted. (rev-10005191 in sample 4.0 linked above)
2. Go to the Adjustments tab.
3. Turn on Design mode.
4. Select "Properties"
5. Go to the Reports and set "Display Toolbar" to False
6. Click "Save"
7. Note the toolbar still appear
