Allow non-supervisors to edit user passwords and usernames

We would like to be able to allow users to be able to manage the BBIS online users such as password resets, username confirmation, linking to CRM records, etc., without having access to critical site admin or other supervisor only areas.

    Also, a person with a BBIS account not linked to a BBEC record (e.g. someone who only updates web content), should be able to change their own password without being given supervisor access.
