Do not prompt for revenue adjustment when appeal is changed if appeal is not used for GL

Currently when adjusting revenue (via Edit Posted Payment) a change in any field which can be posted to the GL will generate an adjustment even if the current GL setup does not use the segment. Some organizations do not use appeal for their GL and do not need to prompt for an adjustment. CRM currently does not have an option to prevent the adjustment prompt for unused GL segment options.
