At the moment when you wish to 'assign' an interaction to another staff member you can just fill in their name and it will show up in their pending activity. When this person has a generic name such as John Smith, you're likely to find a dozen of results. You set the search by specific constituencies only, but you should be able to default this. It seems quite silly to be able to assign any constituent in the database as the owner of an interaction.
