Bug fix: Treat "Do Not Honour" as a provisional credit card rejection, not a permanent one

BBCRM currently treats Treat "Do Not Honour" as a permanent credit card rejection, not a provisional one, yet our detailed analysis and experience over many years has shown that this reason is provisional and such transactions are often successful on retry.

Please fix this bug.  At the moment we have to ignore BBCRM's categorisation of whether something is a provisional or permanent rejection, treat both the same and have our own systems to determine what to do.  This bug invalidates the distinction between permanent and provisional rejections.

If you can't fix it for everyone, another option would be to allow the organisation to choose which reasons are provisional and which are permanent.
