Add keyword search to Solicit codes, Educational Involvement and Constituent Attribute drop-downs.

There are so many entries in these tables, it can be very time consuming to find the values you want. Often we have to export/print to PDF and search the PDF to find the value we want. Plus, long values are chopped off because the drop down box is small.
