Add an option to no longer require having the opportunity designation amount equal the ask amount in a qualified status

Currently the Opportunity Designation Amount must equal the Ask Amount if the opportunity is set to a qualified status. This can be misleading as you will not know the actual amount asked for until you have asked for the gift.

    This is especially frustrating when trying to create pipeline reports. Both Unqualified and Qualified opportunities have not been asked yet, so both should have only the expected ask amount available and associated with the designation amount. An opportunity hasn't been asked yet until it is in the Response Pending status. Our workaround is to have gift officers fill out both the expected ask and ask amounts when in the Qualified status, which is confusing for them, and makes it particularly difficult for prospect development to audit opportunities for data entry mistakes.
