Handle url encoded links better in emails

When a link that has been url encoded is used in an email, adjust your processes so that either:

-the user is directed to the correct url

-prevents the user from saving an email that contains a url encoded link and gives a message to user on how to correct the issue

but the workaround is not good enough.

If we are trying to get users to send emails through CRM/BBIS instead of MailChimp or similar products, we need to make the email process as easy as possible. It is not reasonably to try to teach every user of our system what a URL encoded link might look like. It is also unreasonable to ask our users to use a link shortening service for every link they include in their emails.
